Does continuous drain need a downhill slope the whole way?

Yes, every foot of it. Any dip in the hose collects water, blocks airflow-driven drainage, and can back up condensate into the unit, tripping the internal float switch that thinks the bucket is full. Run the hose along the floor or taped to a wall so it drops continuously — even a half-inch of drop per foot is enough for gravity flow.
